Adequate shelter is essential for tribal peoples to express their independence, cultural values, and self-determination. In addition, the more people are able to own homes here, the more money is spent on local businesses and goods, and that means a stronger year-round economy for all of us. We have several programs to make it easier to obtain and maintain homes in our community.

 

Annual Performance Report Public Comments

Every year as part of the Annual Performance Report (APR) we must solicit for Public comments concerning the Ninilchik Traditional Council’s Indian Housing Programs and other Hud received programs for that fiscal year. About Our Home Ownership Program

Are you interested in owning your own home on the south peninsula, but are finding it difficult to navigate the challenging housing market with a limited income? The Home Ownership program is available for eligible applicants to begin the process of owning their own home at a subsidized rate.

Eligibility and Limitations

  • Applicants must not have owned a home within the last 5 years
  • Applicants must reside within NTC Tribal boundaries for a minimum of 12 consecutive months (The NTC Tribal boundary area is from the south side of the Kasilof Bridge, south to the Fox River,
    East to Caribou Hills then back to the Kasilof Bridge)
  • Applicants must provide income tax history for the most recent three years
  • Applicant must supply a recent credit history report for each adult that will be signing the contract (NTC is able to carry a note, which makes the program accessible for those with challenging credit histories)
  • Accepted applicants must provide income tax information every year until they take possession of a home
  • Participants must carry full coverage insurance and pay property taxes
  • Participants must meet the income limits

About our Home Rehabilitation & Modernization Program

This program is available to assist home owners with a variety of home repair and upgrading needs. We can not only assist with major work including home foundation and roof repairs, we can also help you modify a home to become more accessible for people with disabilities or construct an addition to alleviate home overcrowding.

Eligibility and Limitations

  • Grant applicants may only be accepted once
  • Grant maximums are $30,000 for homes and $10,000 for mobile homes
  • Projects with costs exceeding the awarded grant may be funded by the applicant to make up the difference in agreement with the project contractor
  • Homes built before January 1, 1978 require a proof of no lead paint certificate from an EPA-licensed and certified contractor to be submitted in the application
  • Participants must meet the income limits

    About our Home Weatherization Program

    If winters are becoming hard on your home, the Home Weatherization Program can help! The program’s grant gives homeowners a boost in starting projects to make their homes more energy efficient so they can stay warmer at a lower cost. Eligible projects include reinforcing skirting, installing thermal windows or insulated doors, installing insulation, and more.

    Eligibility and Limitations

    • Proposed projects must fit the grant maximum of $2,000, however if homeowners choose to perform their own labor the awarded grant may be used to apply to materials in full
    • Applicants may apply for the grant only once every 5 years
    • Participants must meet the income limits

      About our Emergency Assistance Program

      Having a place to call home is an essential part of life. If you are struggling to stay in your home, the Emergency Assistance Program is here to help. Qualifying situations include facing eviction, foreclosure, or the disconnection or discontinuation of a major service such as electricity, water, propane, or heating oil.

      Eligibility and Limitations

      • Applicants must be in a situation which is likely to result in homelessness or loss of health and safety standards in the home, including loss of heating source
      • Applicants may only be assisted on 3 occasions within the span of a year, and they may not receive more than $2,000 in total assistance for a span of 2 years

          About our Elderly & Disabled Snow Removal Program

          Winter in Alaska may be a beautiful time of year, but keeping our driveways clear can be difficult work. The Elderly & Disabled Snow Removal Program serves those with housing challenges by providing snow plow services in the winter months. Participants in the program receive regular snow plowing service which includes additional services during inclement weather.

          Eligibility and Limitations

          • Must be an elder or disabled Native American Alaskan Native
          • Must live within the tribal boundaries
          • Must meet the income requirements for NTC housing programs
          • Must have previously recieved assistance through one of our other housing programs (Emergency Assistance, Home Rehabilitation & Modernization, Home Weatherization or Home Ownership)

              Tovarish Manor Apartments

              Tovarish Manor was established and constructed with the cooperation of the Ninilchik Traditional Council and its NAHASDA Indian Housing Block Grant, the Ninilchik Senior Center, the Alaska Housing Finance Corporation, the Denali Commission, and the Department of Housing and Urban Development.

              Vacancies are posted online and in the Peninsula Clarion newspaper.

              Eligibility and Limitations

              • Vacancies at the Tovarish Manor Apartments are available to any elderly family, including non-native families.
              • Prospective tenants must qualify as an elderly family, which is defined as one individual, a family with an elderly head of household or their spouse, at least 62 years of age.
              • Some units of the apartments are initially offered to those qualifying with Native American Housing Assistance and Self Determination Act (NAHASDA) Indian Housing Block Grant eligibility status and to those qualifying under the Housing and Urban Development HOME eligibility status.

                  About The Rentals

                  The apartments consist of two condo style buildings and have a total of 12 units, 8 of which are 2-bedroom and 4 are 1-bedroom. All apartments are designed to accommodate senior living in an independent home style environment with each unit having its own attached heated garage, washer & dryer set, and a patio. Some apartments have designs that are specially equipped to cater to those using wheelchairs, and some apartments are outfitted with sensory enhancing features for those with visual and hearing impairments.

                  Services included for tenants at landlord’s cost are heat, hot water, garbage removal, and snow removal. Electric service is paid by tenants and the units are metered individually to cater to this.
