About Our People

The Ninilchik Village Tribe is the modern Alaska Native tribe of most of the southern Kenai Peninsula. Its descendants trace their roots from ancient peoples within its tribal boundaries. The tribe’s governing organization, the Ninilchik Traditional Council (NTC), is the presiding body over tribal affairs and maintaining tribal sovereignty. Headquartered in Ninilchik, the Ninilchik Traditional Council provides services and outreach for both tribal members and the public residing in tribal boundaries.

Housing Department

Bob Crosby has been directing the Ninilchik Tribe’s housing programs for over 18 years and is experienced with housing policies as they are shaped by demographics, economics, and the health of the environment. He has seen numerous new homes and housing projects through the stages of needs outreach to concept, construction, and completion. As an advocate for those with housing needs, Bob works to give people a sense of ownership and responsibility that leads to personal and family fulfillment, which in turn benefits our communities’ health as a whole.

Janet obtained her Bachelor of Science in Nursing (BSN) in 1995 at American International College in Springfield, Massachusetts. She started in pediatric home health, working with high risk newborns and children who needed 24-7 in-home care.

Janet moved to Bethel, Alaska in 1997 and worked for the Yukon Kuskokwim Health Corporation as Home Care Director, traveling to over 20 villages in the YK Delta until 2002. She moved to Anchor Point in 2002 and worked for South Peninsula Hospital as their Home Health Director until 2011, when she was hired as the Tribal Health Director for Ninilchik Traditional Council.

Janet enjoys golf and numerous other outdoor activities with her German Shepherd in her leisure time.

Tamar G. Marcotte, D.O. is a diligent and compassionate board-certified osteopathic physician, specializing in Family Medicine and Osteopathic Manipulative Medicine. She has a special interest in musculoskeletal and sports medicine, women’s health, pediatrics, and management of chronic medical conditions such as diabetes, high blood pressure, chronic headaches, thyroid disease, and asthma.

Skilled in Osteopathic Manipulative Therapy (OMT), Dr. Tamar Marcotte provides patients with a unique hands-on approach to treating a wide range of physical ailments from chronic conditions such as neck and back pain, carpal tunnel, TMJ and migraines to more acute conditions such as sinus infections and painful menstrual cramping. Dr. Tamar Marcotte also enjoys helping patients achieve a healthy lifestyle and stop harmful habits such as smoking.

After her undergraduate studies in Nutrition Science at Indiana University, she received her D.O. medical degree and pre-doctoral fellowship in Osteopathic Manipulative Medicine from Midwestern University’s Chicago College of Osteopathic Medicine. Dr. Tamar Marcotte completed her medical training at MacNeal Hospital’s Family Medicine Residency in the west Chicago suburbs.

Considered a loyal patient advocate and adept at managing highly complex patients, Dr. Tamar Marcotte believes it to be an honor to learn about her patients’ diverse backgrounds so she can help customize their treatment plans to achieve their personal health goals. In her free time, Tamar enjoys gardening, fishing, and exploring Alaska with her friends and family.

Gabby grew up in Pedro Bay, a small Dena’ina village on Lake Iliamna, then went on to attend high school at Mt Edgecume, in Sitka. After graduation she enlisted in the Navy as a Hospital Corpsman for 3 and a half years.

Gabby has since gained ten years of hands-on, in-depth experience in the health care field through increasingly responsible positions within clinic and hospital environments.

Gabby enjoys family time with her husband, 5 children, and many extended family members. She also fishes and hunts for subsistence.

Maricel has been a Medical Assistant and Phlebotomist since 2008 and been involved the medical field for 11 years, most recently achieving Community Health Aide certification in 2018. Maricel received training from the University of Alaska Anchorage and the Alaska Native Medical Center (ANTHC).
Maricel dotes upon her pets and garden which keep her leisure moments extremely busy.

Olivia graduated from Ninilchik High School in 2018. She earned her AAS in Nursing in 2021 from the University of Alaska Anchorage. After acquiring her nursing license, she began working at Ninilchik Community Clinic as a Registered Nurse. She is at the forefront of the COVID vaccination effort in the community and will continue her work as a vaccine coordinator for the clinic. Olivia enjoys providing hands-on care and working alongside clinical staff to promote wellness in the community. Olivia is fond of spending time with her friends and family, loving on her dog, reading books, and exploring the outdoors.

Stacy Beck has been in the medical field for 22 years -18 as a nurse and five as a nurse practitioner. After being Outside for 10 years, she moved back to Alaska and has taken on a nurse role once again. Stacy graduated as a nurse from Seattle Pacific University and as a family nurse practitioner from Gonzaga University. She also received certificates from Emory University as a certified wound ostomy nurse (CWON) and a certified foot care nurse (CFCN).

As a nurse, Stacy practiced in many areas including hospital, outpatient clinics (IV therapy, wound care and foot care), and home health. As a nurse practitioner, she worked in an internal medicine clinic along with seeing patients in their homes. Stacy really enjoys taking care of patients and helping them to live the highest quality lives that they can through care and education.

Stacy grew up in New Jersey and has lived in Oregon and Washington. She has a husband and one son. In her free time, Stacy enjoys time with her family, reading, researching genealogy, travelling, and hiking. She also has three cats who she loves spending time with.

Kelly Jo is a Certified Medical Assistant who worked in different medical arenas for the majority of the past 20 years and loves what she does. She received her diploma for Medical Assistant and Phlebotomy, December 2001 from Southeast College of Technology in Little Rock, AR. Kelly Jo then worked for Family Practice Center in Clinton, AR and later the Emergency Department at Conway Regional Medical Center in Conway, AR as a multi-skilled assistant. In 2014, Kelly Jo moved to Homer, AK with her husband and four children, and continued working in a clinical setting.
Kelly Jo’s favorite pastime is being mom. Her hobbies are wood working and walking the beach.

Dr. Holmes is a board-certified family physician with special interest in women’s health and LGBTQ+ care. Originally from Chicago where she completed medical school, she completed residency training in Anchorage and worked in Fairbanks for several years prior to moving to the Peninsula. She has experience with a wide variety of clients in multiple settings and is especially excited about caring for entire families from babies to great-grandparents! She also has personal interests in food as medicine, supporting her colleagues who specialize in weight loss programs and functional medicine. Dr. Holmes has experience in prenatal and obstetrics as well as minor office procedures in addition to full-spectrum primary care.

Dr. Holmes is fluent in Spanish, both conversational and medical, and welcomes Spanish-speaking patients of all ages.

In her spare time she enjoys walking her dogs on the beach, riding her bike around town, and cooking vegetables from her garden.

Renae became a nurse in 1991 and since 1999, a board-certified Family Nurse Practitioner with a fellowship/specialty in Integrative Medicine. She moved to Homer, Alaska in 2001 where she has raised her daughter.

Integrative Medicine is the blending of traditional “Western” medicine, naturopathic, and functional medicine that focuses on a holistic approach, allowing patients and their families to direct their care in a way that is meaningful to them. Integrative Medicine respects and incorporates alternative medicine into a plan of care that helps people reach their health goals.

She cares for those with chronic illness such as diabetes, hypertension, auto-immune disorders, hormone balancing/replacement for men and women, supportive cancer care, detoxification and chelation, ozone therapies, nutritional support and anti-aging medicine. She is passionate about prevention of disease and illness while helping people live a long and healthy life.
When not with patients, she practices what she teaches about balancing life with joy, laughter, quality time with loved ones, and time for meditation and reflection. She loves camping, hiking, fishing, biking, paddle boarding, and a little bit of gardening.

Renae will be a wellness educator in addition to program service development for the Clinic.

Kristie Finkenbinder

Kristie is a board-certified Family Nurse Practitioner. She had 9 years of primary home health care nursing experience and developed extensive experience with the geriatric population. She worked part time in an integrative clinic giving her both knowledge and appreciation in this spectrum of care. Kristie was an experienced wound care nurse and recently obtained board-certification as a Wound Treatment Associate. She also holds a MAT Waiver and can treat opioid use disorder. Kristie began working with NTC June 2019. Born and raised in Homer, Kristie is very excited to be a part of the community.
Kristie’s goal with patients is to help prevent disease and optimize health outcomes by delivering holistic medical care and is always striving to address patient values and goals as well as psychosocial, physical, and spiritual health.
Kristie is a wife and mother of 2 children. An outdoor enthusiast who loves nature, Kristie loves all types of skiing, mountain biking, backpacking, hiking, berry picking, yardwork, and anything outdoors. She also loves down time with family and friends.

Haley Bond is a Medical Assistant that joined the field in 2021. She graduated from Homer High in 2015 and explored different careers before landing in the medical field. Since then, she has been volunteering as an EMT and Firefighter with Western Emergency Services. Most of her off time is spent in the outdoors enjoying what Alaska has to offer, and caring for an extensive houseplant collection.

Tammy is a Certified Clinical Medical Assistant with 6 years of experience in a clinical setting. Prior to becoming a medical assistant, Tammy was an elementary school teacher and continues to have a passion for education. She is currently studying nutrition and working on her health coaching certificate. Tammy is an involved member of the community from: volunteering with Hospice of Homer, actively volunteering as an EMT II with Western Emergency Services, and serving as a wedding officiant.
For fun, Tammy enjoys spending time with her daughter and her pets, podcasting, learning Italian, and playing drums.

Jaclyn was born and raised in Alaska and is blessed to be a part of the recovery community on the Southern Kenai Peninsula. After years of struggling with addiction and relapse, her life changed in 2013 when she became completely clean and sober.
In the past ten years, the gifts of recovery have come true in her life. She is a proud wife and mother of two children. The family enjoys hunting, fishing, cooking, and experiencing life together. She received her Associate of Arts Degree at Kachemak Bay Campus in 2016 and is driven to spread the hope of freedom from addiction. She is also on the Board of Directors for Kachemak Bay Recovery Connection and facilitates the All Things Recovery Coalition.
Jaclyn believes in the many pathways to recovery from Substance Use Disorder. As Peer Support, her hope is to walk beside people in their journeys, remind them they are not alone, and to use her experience to help others.

Laura obtained a Bachelor of Arts in Psychology from University of Northern Colorado in 1996 and has been involved in supporting individuals in accessing healthcare and community resources for over 15 years. She joined the NTC Behavioral Health team in December of 2017.
Laura provides patient advocacy for those seeking behavioral health services, including overseeing the referral process. She also provides case management support for the Behavioral Health Licensed Professional Counselors.

Lukas is independently licensed with the Alaska State Board of Professional Counselors as well as the New Mexico Therapy and Practice Board to provide therapeutic interventions for clients seeking a safe and confidential place to improve upon their mental health.
Actively counseling since March 2009, Lukas dedicated his educational training and experiential practice to addressing issues that provoke low self-esteem, low self-worth, anxiety, identity issues, trauma, self-doubt, substance abuse, and emotional impulses; like anger. His experience includes extensive time and training with individuals ages 13 and up. Lukas enjoys teaching communication skills like positive self-talk, conflict resolution, and assertiveness training that allows an individual to express themselves and be heard.
The clinical approach Lukas adopted is a mixture of Cognitive Therapy, Cognitive-Behavioral techniques, and Reality Therapy. Person-Centered Approach and Motivational Interviewing are also used to build good rapport through communication and respect for where an individual would like to make changes.

Stormy received her Associates of Arts in Human Services in 2021. She was introduced to the Behavioral Health Department at NTC through her practicum requirements and immediately knew that’s where she wanted to be. As a Case Manager, she provides support to the Licensed Professional Counselors and works closely with clients to provide advocacy, identify needs, and support them through the process of working through life’s difficult situations.

Annette has worked in the behavioral health field for over 10 years, previously working at the Alaska Psychiatric Institute and Providence Psychiatric Emergency Room. She currently works to facilitate intakes into the medication for addiction treatment program with Dr. Spencer and helps connect people with resources both within the program and the community.

In addition, she is a board member and volunteer for the Homer Syringe Exchange dba Megan’s Place where she does outreach and education with people who are still experiencing active use and helps connect them to local community resources to assist them with life-saving tools (NARCAN, housing, employment, other social services).

Annette is also a Ninilchik tribal member and has resided within the Ninilchik community for the past 5 years. She lives here with her boyfriend and their two young boys. In their spare time they enjoy hunting for agates, hunting, fishing, berry picking, and making jams.

Dr. Sarah Spencer

Dr. Spencer is board-certified physician in both family and addiction medicine. She runs the Medication assisted treatment (MAT) program for patients with opioid and alcohol use disorders. This program utilizes medication along with social support to help patients reduce the harmful use of alcohol and drugs. Telemedicine services are available to help patients in remote areas access needed care.
Dr. Spencer volunteers with the Southern Kenai Peninsula Opioid Task Force, the Homer Exchange syringe access program, and provides naloxone (Narcan) overdose training through the State of Alaska’s Project HOPE. In addition, she works as a treatment consultant and physician trainer with the State of Alaska to improve access to opioid addiction treatment across the state.
She lives in Anchor Point with her family and enjoys gardening, berry picking, cooking, and baking in her spare time.

Brie is an 8th generation Ninilchik native, born and raised. She has worked for 10 years at the Ninilchik Health and Wellness Club (9 years as the Club Manager) and loves working in such a health-oriented place. Aside from day-to-day operations, she also enjoys using her skills learned from earning degrees in art and design to create unique and original club apparel.
Brie enjoys spending her free time with her husband and two daughters, training for half-marathons, chasing the northern lights with her camera, and working on different personal art projects.

Elise completed her yoga certification with the SchoolYoga Institute in 2009 and is currently pursuing an advanced teacher training qualification with San Francisco-based teacher, Jason Crandall. She instructs a variety of weekly yoga classes at the Ninilchik Health & Wellness Club and has led guest classes and workshops for studios in Alaska and Minnesota.​

In 2013, Elise completed her studies in massage therapy at the Institute of Therapeutic Massage of Western Colorado. She is licensed in the state of Alaska and is an active member of the Association of Bodywork and Massage Professionals. Elise has continued her massage therapy education with training in precision neuromuscular therapy, myofascial techniques, and reiki.

Tammy has been an NAFC Certified Personal Trainer and boasts 30+ years of experience in the gym. She is an expert in fitness and loves sharing her extensive knowledge and experience with clients.

Terri has lived in Ninilchik for 36 years. In 1989, she began working for NTC in what was called the Rural Alcohol Services, which developed into the adult and youth outreach programs that still thrive today. Terri started the Ninilchik Health and Wellness Club through a diabetes prevention grant and the Club has since continued to flourish. After managing the Club for 6 years, she returned to run the front desk.
Terri spends her off-time renovating her new home and chasing her grandchildren around.
